What is this large tubular thing hanging from my dog?

I noticed a few days ago that there was a large obstruction hanging from the lower back part of my canine pet. It seems to use this organ to thrust itself upon my leg, but I am not quite sure what it is. I have done research with no eminent results, and I wish someone would clear it up for me. Please tell me what this thing is, and if its hurting my pet!
